Bypass Page Filter

There are some other forum posts related to this subject, however still can't achieve the desired result.

 

I have a page that is filtered by addresses, and I'm trying to compare the year-over-year [2019 - 2020] sales % delta for those addreses to the entire state's year-over-year [2019 - 2020] sales % delta.

 

I"ve tried this however I'm missing somthing: 

Total TX TTM % = CALCULATE(AVERAGEX(TABC,[Same Store TTM Delta %]), (All (TABC[location_state])))

    This Year = CALCULATE(sum('order'[Qty]),filter(ALL('Date'),'Date'[Year]=max('Date'[Year])))
    Last Year = CALCULATE(sum('order'[Qty]),filter(ALL('Date'),'Date'[Year]=max('Date'[Year])-1))

    diff = [This Year]-[Last Year ]
    diff % = divide([This Year]-[Last Year ],[Last Year ])

      Thank you for the reply!  I have the measures in place to calculate the YoY % Delta - just trying to bypass the page filter [160 addresses] so I can display the YoY % Delta for the entire state.
