Actually, you can achieve this using the filter pane:

Effective Rate (Filtered) =
SWITCH(
SELECTEDVALUE('Filters'[ Effective Rate]),
"< 100", CALCULATE(
[Effective Rate #],
FILTER(Companies,[Effective Rate #] < 100)
),
">= 100", CALCULATE(
[Effective Rate #],
FILTER(Companies,[Effective Rate #] >= 100)
),
[Effective Rate #]
