Business Users Refresh PBIX

Ribish, the link that you have provided shows how to refresh at MS Power BI Service. If the user downloaded the PBIX file and do a data refresh, it does not work unless I give the user Read access at the database. I have tried what was in your provided link by setting at Basic Authentication with User Name and Password with Organizational. Let me know if I am doing something incorrectly. Thanks
