Bullet chart (or similar) to show actuals vs 2 targets with separate values axis per category/group

Very simplified data structure above, basically I need to visualise alot of metrics across several goals/themes. The stakeholder wants to see actuals vs target (there's 2 targets) - my initial idea was to use a bullet chart but the problem I have is that the range of values differ quite alot across different metrics. The Microsoft Bullet Chart automatically scales the value axis to accomadate for this but the formatting options are very limited and visually looks quite boring - are there any other options?

Would it be more appropriate to convert my measures to progress as a % so the axis are the same? The stakeholder wants to see the actual values as well so I guess I could utilise tooltips here somehow? Open to ideas - (including custom visuals, deneb, charticulator...) but ideally out of the box functionality to keep future maintenance to a minimum. Thanks in advance, let me know if you need more information about the data structure etc.

@ollie_millsdon't you select your metric to show thru Field Parameter? with only 1 metric shown your range should be reasonable and automatically change when you change the metric?

@marcl1  Some of the goals have 10+ metrics and they want to see them all on the same page/graph 

To be clear - i'm unpivoting the fy/qtr columns in power query, so all the values end up in one column and i've created a measure [Actual Value] from this column
