Bullet Chart for multiple years with a secondary axis for percentage

Hi All,

Is it possible to create a similar chart below but also include another bar for every service for prior year and another line for percentage?
I have been using the bullet chart by okviz but I need to show prior year as well for different services.
I created the below chart in excel.

Just putting out feelers if it could be done by microsoft itself. Any help is appreciated.

As is suggest by @Anonymous ,  'Line and stacked column chart' may help. Or other line and stacked column charts in appsource can help in your scenario. I'd like to suggest you refer to the following article for further help.

You can use a line and stacked column charts and it allows you to place multiple values for columns and lines.
