Build the bar chart with month as the X axis, including no records month

I have the records as the following.

Dept           YearMonth     Failed#

Finance       2023-01          10

Finance       2023-02           8

Finance       2023-04           7

Finance       2023-06           11

Sales           2023-01           20

Sales           2023-02           25

Sales           2023-03           22

Sales           2023-04           28

Sales           2023-06           35

How could I build the bar chart for Finance dept, with the 0 for 2023-03, but no need the column for 2023-05.

Select the bar chart and in filter plane select the measure and add the filter measure should not blank
