Budget vs Actual Cost Analysis with Dial Guage

I am trying to Show dial Guage for Actual vs Budget Cost.

 

As it is a Cost ,

 

  • If Actual is -10% (less than) Budget then it should be Green
  • If Actual is withing +/- 10% of Budget then Yellow
  • If Actual is +10 % (Greater Than) budget then Red

 

For sale its easy but for cost the dial guge should be revearsed.

I am trying to show Cost instead of Sale on Dial Guage,

 

Example,

 

Cost Budget is $100.

 

  • If the Actual cost is 10% less than Budget i.e. less than $90, then it should be Green
  • If Actual is within +/- 10% of Budget  i.e. Between $90 and $110,  then Yellow
  • If Actual is 10 % Greater Than budget i.e. Greater than 110 then Red

 

Its a complete opposite scenario then Sales. 

 

No if my Actual cost is $120 with $100 budget then Guage should show Green Area from $0-90, yellow $91-110 , Red for above $110. And the pointer should be in Red area.  In the Image below the green area and red area should be switched and pointer should saty in same position but Red because Actual cost exceeded the Budget.
