"I have created two bookmarks for the same page: one with the Data Enabled option and one with the Data Disabled option. This setup works correctly in Power BI Desktop, but when I publish it, the bookmark with the Data Enabled option shows blank values. Can anyone help me understand why it's not working in Power BI Service?"

Have you tried creating bookmarks with the latest version of PBI Desktop? If the problem persists I suggest you open a ticket.
If you are a Power BI Pro licensee, you can create a support ticket for free and a dedicated Microsoft engineer will come to solve the problem for you.
It would be great if you continue to share in this issue to help others with similar problems after you know the root cause or solution.

Based on my tests, it works fine. You can try republishing the report and opening the PBI service in private mode and then looking at the bookmarks again, is he still blank?
