Blanking Issue in Report layout

Unfortunatley, this isn't currently possible.
There's an idea for this here . Be sure to vote it up!
In the meantime, you may be able to use the workaround detailed in this post: community.powerbi.com/t5/Desktop/Disable-selection-of-a-visual/td-p/11352/page/2
