Blank Quarter rev need to sum up in Dax

Hi All,

I Have Date table and rev table. below table shows data and how i need it

when i use All function in dax its not considering blanks but i need to consider rev of blank Quater also 

new_total=CALCULATE([REV],ALL('Reference Date'))

Date Fiscal Year	REV	All Function giving me	But I need
	$122,423	852761	975184
2020-Q4	$12,323	852761	975184
2021-Q1	$2,223	852761	975184
2021-Q2	$8,754	852761	975184

so, i want dirll down to below levels(From Quater , month, date ) by adding all functions  fields it worked perfectly 

ALL('Reference Date'[Date]),All('Reference Date'[Date Fiscal Year Quarter]),All('Reference Date'[Date Calendar Year Month])

ALL('Reference Date') -> ALL(yourfacttable)
