Blank Custom Tooltip - How to prevent showing

I have created a simple custom tooltip. There are instances when the value is blank (this is expected). Is there a way to prevent the tooltip from popping up if the value is blank? I only want the tooltip to display when there is an actual value present.

    smitht46 , I doubt that. I made the size 1px by 1px, by changing the page size.

     

    Please note post the newly added page oe tooltip may pick up that size automatically
