I know this issue has been reported a few times (most recently here), but they all are stating that the problem has been resolved.
I'm running PBI desktop version 2.108.997.0 64-bit (August 2022). I've been following numerous tutorials (including this one) on binding a parameter to columns in a table so that I can build a dynamic query using a slicer. However, I have not been able to get the "Bind to Parameter" option to show up under the Advanced options. So, it seems like this problem may have persisted into the August release. In fact, there is an open GitHub issue that has recent activity reporting this same problem.
Any thoughts on this? Thanks in advance!

Are you using DirectQuery connection mode ?
As a prerequisite for this feature, you must have a valid M Query Parameter created and referred in one or more Direct Query tables.

As you mentioned "I have not been able to get the "Bind to Parameter" option to show up under the Advanced options", in the current known issue, some users can't find "Bind to Parameter" option when they reopen the pbix file. Did you have the same problem as them?
