Bi-Lingual Dashboard

For dashboards, I think you could try to change the browser languages to implement it.  For now, it is not supported to change in Power BI directly.

For reports,  you could use the parameters to have a try.

There is an idea about using multi languages for reports. I don't find one for dashboads. Maybe you could share your thoughts in comments. Or you also can submit a new idea about it.
