I am looking for a dot plot visual that I can use for risk mapping. Likelihood on the x impact on the y and a score as the size of the dot. The issue I am having is that I only what to view my top ten risks by score and many of the risks have the same impact and likelihood so they hide behind each other and I can only view the topmost dot.
Do you have a recommendation for a dot plot visual that shows all values on a given coordinate on the x-y plot?

Risk Score Impact Likelihood
136 25 5 5
182 25 5 5
209 20 4 5
199 15 5 3
102 10 5 3
Notice that risk 136 and 182 will be on atop the other so when you are visualizing you only see one and not both. Same with 199 and 102, they have different sizes but when plotted will plot on atop the other only allowing the end user to see one of the two and not both. A visual that perhaps was dynamic and moved the dots so you could see all of the dots on a coordinate (e.x. (3,5)) would be great. Any other suggestions are welcome.
