The Power BI Slicer is mainly used for filtering the data, when you put a column of a table into the Slicer's field, the other visualizations that contain the table data are updated according to the Slicer options. Slicers in Power BI - Power BI | Microsoft Learn

 

Based on your description, did you create a LookUp column in List 2 regarding the ID column of List 1? If your requirement is to realize filter function of List1 to List2 in the report by LookUp column, you can create one(ID of List1) to many(LookUp column) relationship. Create and manage relationships in Power BI Desktop - Power BI | Microsoft Learn
