Bar chart with ranges

I'm trying to create a bar chart that looks like this where the dot is the target and then the lines are the lower and upper specifications.  I've looked at using a cluster column chart, but don't think I can make that work.  Any ideas?

    Hi cbruhn42 - Not possible with traditional Power BI bar chart, you have to use a Custom Visual.

    Not entirely sure if this will solve your purpose, but have a look at

    As is suggested by Anonymous , you may try following custom visuals in Power BI appsource.
