Bar chart with dynamic target line

Hi,

 

I'm trying to do a visualization that looks like below: a bar chart, with the yellow as target line for each bar.

This is a report showing employees timesheet, and the yellow line is how many hours they are supposed to work. The target hour is different for each employee.

 

I cannot figure out how to do it on PowerBI yet. Could you please help?
