Basically I want the blue bar called sample to always be the first one in my bar chart no matter what the values are. Is something like this possible in Power BI?

you can do that with a sort by colum.
There you can say the category "Sample" is always 1. You can define the rest, but don't have to as far as I remember. Check the following article for more information:

@RingoSun create a sort by column with the same granularity of that column that you put in the visual. In the sort by column put 1 to sample and whatever logic you want for the others. Then in the settings of the original column make it sort by the new column you created.
In the visual make sure you sort the axis by the original column and not the value. It will give you the desired result.
