Based on my research, it is unsupported to scale the two y-axes proportionally. The 'Start' and 'End' of two y-axes is auto by default. You may midify it manually. There is no setting to scale them proportionally.

I'd like to suggest you post a new idea in Idea Forum and add your comments there to improve Power BI for making this feature coming sooner.

@eeroso , You want one line on the primary Y-axis. I doubt there is an option for that as of now
