How to give this type of visual in Power BI ?

AFAIK, current the general power bi visuals do not exist similar effect charts. 

Did you familiar with the R/Python script? If that is the case, you can try to reproduce this based on r/python visual based on your code/script.

If you not familiar with these scriptss, you can consider the suggestion that amitchandak mentions find out similar custom visuals.
