Bar Race Animations?

I don't know if this is the right term, but I've seen animated charts showing, say, population by "region" of the world since the year 1,000. And as the animiation moves on or "races" to the end, the lines move up and down. 

How do I even start to do something like this in Power BI? Thanks.
