Balance Scorecard Excel to PowerBI

I would like to ask for your advice, is this type of balance scorecard card in excel can be done in PowerBI? Our management would like to have this exact same look in excel to be done the same on PowerBI.

Is the column grouping also required ? If not you can create a table with the required measures/ columns and apply the conditional formatting to get this view.

Column grouping is not required. with the tables, I am having trouble in showing both numbers and percentages. Do you have an example of how can I arrange the data for me to come up with this table?

I am quiet new to PowerBI and is only using it for 8 months.

In addition, for "showing both numbers and percentages", please check if "Show on rows" could help you.
