Is the column grouping also required ? If not you can create a table with the required measures/ columns and apply the conditional formatting to get this view.

Column grouping is not required. with the tables, I am having trouble in showing both numbers and percentages. Do you have an example of how can I arrange the data for me to come up with this table?
I am quiet new to PowerBI and is only using it for 8 months.
