BI solution for big govermental organization

hello.

I 'm planning to develope a BI Dashoboard for performnce managment in a govermental organization in Iran.

The organization is responsible for utility (Gas,electricity,oil etc...) in countrywide scale from production to distribution of gas,oil and petrochemical products.

it has 44 subordinate firms.

All of their data concenterated in  SQL database.

they have managers in diffrent levels and departments and so they need diffrent access level (security) in a way each manager only can observes its relevant data and analysis.

in addition, because of Data security matters,they won't to use any internet network and BI service.

in considaration of Sanctions againt iran and its limitation for any payment, Is Power BI report server or Desktop compatible with these requirments?

can i deploy desktop for them?
