This shape file contains district numbers. But I can't get them to show up. I'm using Azure with Power BI.

You can try the following suggestions
Ensure that the dataset contains the necessary fields, such as latitude and longitude information and zone number fields, and that these fields are correctly mapped to Azure Maps visual objects.
Ensure that the geojson file is formatted correctly and contains the zone number information. You can verify the format of the geojson file using an online tool.
Official test cases are provided and you can try using the test cases to check if the same issue occurs and determine if there is a problem with your geojson file.
Ensure that “Category labels” is enabled.
