Azure Maps reference layer not showing popups

I have a visual I'm trying to create in powerbi, and it is essentialy two data sets. One is a time series and the other is static, so I turned the static dataset into a geojson and added it as a reference layer. The problem is the points on the reference layer don't show popups so the points' names can't be seen when the mouse is over it or clicking on it. Is there a work around to this? Thanks!
