Azure Maps (or Bing Maps) not showing values when exporting to PDF

We have a report that we usually save to PDF every day for reference and to share in meetings etc. (I know live reports are better but that's besides this point). We have one page in that report that summarizes sales for that region in a Map.

When exporting this this usually always just worked and exported to PDF and showed all the values on the map. Since about a week the maps don't show the values anymore when exporting to PDF.

They do show values in the Power BI, they also show them when exporting to Powerpoint, just not PDF.

I tried a couple of things, one of them was changing over from Bing Maps to Azure Maps, but it still doesn't work.
