Is your Power bi desktop the latest version? Are you experiencing the same problem with other versions?

Latest. And yes it happens with other versions. It appears to be a limitation or bug with using Location instead of Lat and Long because the behavior doesn't exist using Lat and Long.
But there is no documentation I've seen on Microsoft that says there are any limitations to using Location field for this.
