Leading off with, this feels like buggy behavior since no where in any official documentation for the Clustered Bubbles do I see any exceptions of clauses.
EDIT- This behavior is identical in Service/Web App. Same behavior in Desktop and in the app.
When I start out with the Azure Map, I put my Zipcode data into the Location field and then I have a tooltip thats added at the bottom via the Tooltip pane. I turn on Bubble Layer and Clustered Bubbles and it looks like this:
This is what I would expect.
Next, I need to add another field to the Legend area, this field has just 2 different entries in the whole table - Members and Targets. When you drill down, I need the Clusters to break apart and then reveal bubbles that have 2 different colors, so my users can see the Zip Codes that contain both information.
Below you can see that I have added the field "Metric Type" to the "Legend" and all is well currently. The data is still being clustered and where it cannot, you see a bubble thats green and yellow in the upper right of Minnesota.
This is where it breaks down. I can zoom in and out, no problem. Seen here (showing the Visual Format pane)
Now, if for any reason you do something that causes the map to be redrawn, the clustering goes away. Such as using bookmarks to toggle between this version of the map (its own visual) and another one that is the same data but in Heat Map form. The slider button in the upper right of the map is a button and it flips between 2 Azure Map visuals, this one and a heat map. When you go to the Heat Map and come back, the Clustering never comes back.

For the Bookmarks, I created both in their "perfect" states, with Data, Display and Current Page selected as well as All Visuals. The Bubble Map was created when the Clusters were working. It appears as though if something causes the map to "redraw", the Clustering stops.
One more shot showing the map after it redraws, the Metric Type is still in the Legend and Cluster Bubbles is still turned on. Turning them off and on again does not fix the situation. I have to remove the Metric Type from the map, then re-add it. That field is a Text field.
Behavior does NOT happen when I remove the Metric Type from the Legend field. The Bookmarks flip between the Bubble Layer map and Heat Map with no issues.
EDIT - I have done more testing and found that using Lat and Long eliminates this behavior. However, this still feels like buggy behavior because it isnt mentioned anywhere that using Zip Codes will break the Clustered Bubbles if you add something to the Legend.

Latest. And yes it happens with other versions. It appears to be a limitation or bug with using Location instead of Lat and Long because the behavior doesn't exist using Lat and Long.
But there is no documentation I've seen on Microsoft that says there are any limitations to using Location field for this.
