Avg of Filtered Dept, Full Year 1 = AVERAGEX(ALLEXCEPT('Table'[Department]),[Value])
Avg of Filtered Dept, Full Year 2 = AVERAGEX(FILTER(ALL('Table'),[Year]=YEAR(TODAY()) && [Department] = MAX([Department])),[Value])
