Average time value won't drop into Y Axis

I have an average time measure as shown in the below screenshot:

It will not drop into the Y axis, which I believe is due to it being the format of 'text', but I cannot change that format.

I've tried the following measure: 

 

Average Ring Time Duration = TIMEVALUE([Average Ring Time])

But this also won't drop into the Y axis.  As you can see in the table, this doesn't have anything to do with the date table relationship as it works fine in the table.  

Any help is much appreciated!
