    Hi, PPD 

    Try to  create measure as below:

    M% = [Measure 2] /[Measure 1]
    Average by customer = AVERAGEX(SUMMARIZE('Table','Table'[Product],'Table'[Customer Region],"M%",[M%]),[M%])
    Average by Customer Region = CALCULATE( [Average by customer],ALL('Table'))
