We have a static excel table loaded to One Drive and linked to PBI Service; updating daily.
Mock data table is as below; user-wise average targets may change multiple times, frequency differs.
In main matrix, there will be current - latest target as default in Power BI Visual. With Slicer, there will be an option to see older versions of targets and target change date as well. I'm not sure if there's an easier way to create such dataset.
I'd appreciate any idea to bring this in a simple formula.

It will be help if you share sample data and expected result.

If you mean use multiple slicer to filter on same table to get different target. You can't get multiple filter result based on same datasource.
For your requirement, you need to create multiple tables as source slicer to get different filter result.
