Average Completion by Filter

I am looking to get the average of jobs completed per each week and also when changing the report that shows the chart that the average would be average by the weeks showing on report.  Right now I have an the following 

Average = CALCULATE(COUNT('CP Jobs'[Project]),ALL('CP Jobs'))/CALCULATE(DISTINCTCOUNT('CP Jobs'[Year-Wk]),ALL('CP Jobs')). I feel like this isn't quite adding up.  I also have a screen shot below of the report.  Thanks.
