I have a report with MSSQL as its data source.
The report is supposed to change rarely.
How do I set up the system in such a manner that whenever there is a row added to the table in SQL the dataset refreshes itself.

The easiest way would be a DirectQuery connection instead of Import mode.

And @pawasthi32922 ,if you want to refresh in Power BI Desktop, I agree with @Anand24 by using Direct Query, and @Pawasthi3292 if you are using Import mode, I'm sorry you can only refresh manually, or you can go to the Power Automate forum and create a new thread to ask for help from engineers there, but I found a related post and it seems that Power Automate cannot refresh the Desktop.

Alternatively, I recommend that you publish to Power BI Service, use the local data gateway to create a data source connection, and then configure a scheduled refresh. You can set the refresh interval to be very short to achieve a near real-time refresh effect.

I agree direct query would work but what if we were using import mode
