Attach Signbar to bar chart

Hi everybody,

i need a solution for this:

I have the request to implement following Graph with the additional signs under each bar which show how if the value is ok or not. Graph and calculating the value for the trend signs is very easy. I already presented a solution with the conditional formating of the bars, but this was not excepted. They exlicitly wish to have the signs under the bars. So i have to implement the follwing chart:

trendbar

Do someone has an idea how to create such a trendbar with the symbols? 

i already tried it with a Matrix table but this gets to big. Trendbar seperate
