I want to apply a date filter by default when my PowerBI dashboard loads.
To Date = previous month's end date
FromDate = 12 months before ToDate
So, if today is Feb 2, 2024
From Date = Feb 1, 2023
To Date = Jan 31, 2024

So, that is great and I assume that I keep that slicer on a hidden page so that the users don't see it.
The only issue is that I want the last 12 full months. So right now in early february I want to go up to Jan 31. I want no Feb data until we are in March.

yes you can do ths, check the following:
first you add the date to a slicer, then in the format visual you click on slicer settings => option => relative Date
then what you do is select last and you set the number then the interval which now in your case last 12 months
