How to arrange the insurance name based from highest claims values using table matrix.

Do you want to get the highest claim for per insurance? If yes, you can create a table visual and put the fields onto the visual. The field [HIS Claims] with the MAX aggregation just as below screenshot. Please find the details in the attachment.
If the above one can't help you, could you please provide more raw data in your tables (exclude sensitive data) with Text format and your expected result with backend logic and special examples? It would be helpful to find out the solution. You can refer the following links to share the required info:
