Argument '3' in if function is required

Hello

 

I am getting error "Argument '3' in if function is required" in following measure

MissingCertificationengineerBrasil =

Delete the comma on your last 0.

Hello ppm1,

As you suggested, I removed the comman, see below code but it is now giving me another error, we just want to return 1 or 0 depending on condition. Am I missing anything?

 

"single value for column 'Items.Level-2' in table 'Merge1' cannot be determined. This can happen when a measure formula refers to a column that contains many values without specifying an aggregation such as min, max, count, or sum to get a single result."
