Arcgis doesn't show the same result

Hi,

 

I'm trying to represent location as Boundaries in ArcGIS Maps for Power BI . When I represent the location as points, te map show this result:

All is right, but when I try to change to represent as boundaries, the map show me this:

Why this difference occurs, and how I can solved?

You may want to address that question with the Arcgis support team. Have you tried the new Azure maps?

Where are the new Azure Maps?... I look for other visualization maps on AppSource but I'm not sure which to use.

I need to make a chloropeth map. I'm trying with the "filled map" but Bing don't recognize all the locations, so I'm trying with ArcGIS, and have different results between the points represent (Correct result) and Boundaries represent (Incorrect result).

Trying with Azure Maps, I don't found how to made a Choropleth map, only with points. It's possible to make a Choropleth map with Azure maps?..
