ArcGIS Problems with duplicate Cities

Hello everyone, I need a little help here ...

I'm developing a graph with ArcGIS, but it's giving me the same cities in OTHERS countries like mexico...

Currently I DO NOT have the latitude and longitude of the cities, but I have the Country (Brazil), State and the name of the city. I already tried to pass both of them in a concatenated way, but it still did not work (Example: Brazil, Rio Grande do Sul, Porto Alegre).

What can I do to make my chart work?
