Advocate IIDefinitely not a network problem, and I've duplicated this issue on other user's machines. It finally crashed to where I could submit a frown with all the details. They gave me a response saying it was an issue reported all over the place. I can't share my file here due to the PII content loaded within it. Sorry.
Do we know if ArcGIS will be standard visual to pick from in the future as part of the desktop client tools?

One more thought on this: double check that under File -> Options and Settings -> Options -> Global -> Security, the option "Use ArcGIS Maps for Power BI" is checked.
