Though I'm not the expert of ArcGIS. The points here seems the special format of the Shapefile. Please refer to https://www.e-education.psu.edu/natureofgeoinfo/c4_p5.html Howerver, the Shapefile isn't supported by now. Please vote up this idea. You can also consult the GIS guy.
