April 2023 Matrix Visual Show items with No Data

I'm trying to analyze the actual labor cost to the forecasted cost with a matrix table.  Rows include employees and columns have actual and forecast data.  When forecasting items with no actuals, the "Temp 1" employee is blank but includes to forecasted cost.  In previous versions of power bi, it was easy to "show items with no data".  For the April 2023 version, I cannot find it.  HELP!
