I want to make a report where the user start applying filters at page one, and at page to the results from those selections would be. (for instance location can be set to US and canada at page one) and the output will only allow data associated with US and canada.
How can such filter be allowed across pages?

If you mean the Slicer filters that Report User could be able to select when viewing the report, currently this is not available.
An idea has been submitted on this topic already:
Allows Slicers to apply to all Pages of a Report
In Report Editing mode, we could apply filters based on Visual, page or report level. See the article below:
