Apply role level security for a page alone

Hi,

I have a requirement to apply role level security. But it is like below. I have a summary page and details page.

the summary page should not have any security but when the detailed page is viewed, based on the login id, users should see only their respective department's data. The IT should see only the IT, the HR should see only HR. Some people have 2 accesses like HR & Payroll.

I have a role table which has login, roles and their group. Based on which the data has to be filtered. Anyone have done something similiar?  Please help!
