Apply multiple conditional formatting for a single column

Is there a possibility to apply multiple conditional formatting for a single column.

For 1- KILOS : -4.78% must be red

For 7- TOTAL CHARGE FIXES : -100% must be green

vs budget % is the difference between budget and actual

Might be possible via ISINSCOPE
