We have a number of external users that we want to share our reports with, in PDf format by subscribing them to our report, which is possible. However, we want to apply Row Level Security to the subscribed email. I am not sure how we can link their email address with the Row Level Security and distribute the PDF so they will be limited to certain parts of the reports, filtered by Row Level Security. I know that we can achieve this through Azure Active Directory B2B but this is not ideal as they don't have a Power BI Pro licence and assigning them to our license could cost us a significant amount of money. Can anyone give me any suggestion on how we can achieve this?

@Anonymous , I doubt that possible with pro. With embedded power bi you will able to share reports on the portal.
