App Registration web site not working
I am facing issue with the app registration site. It looks like some errors on the page regarding style sheets. It's been that way for a few days. Here is the link:

Currently, there is a known issue that users may be unable to access the site https://dev.powerbi.com/app, in order to register new developer applications. While we work to remediate impact, users can register their application through the Azure portal per the instructions located here: https://docs.microsoft.com/en-us/power-bi/developer/register-app#register-with-the-azure-portal. Power BI engineers are aware of the issue and are working on a fix. Next update: 01/04/2018 @ 11:00 AM PST.

Thank you for sharing details. We don't have azure environment at the moment to register. So have to wait till Jan 04, 2018 to continue. If you get any additional details before that time line please share. Appriciate your time.
