    Measure = 
CALCULATE(
    SUM(Sheet2[amt]),
    FILTER(
        ALL(Sheet2),
        Sheet2[Country] = MAX(Sheet2[Country])&&
        Sheet2[Date] <= MAX(Sheet2[Date])
    )
)
