Insert a table visual, add the Area and the following measure to it:
Min Value =
VAR __MINVAL = MIN(Table01[Min Shipping])
VAR __CO = CALCULATE( MAX(Table01[Shipping Co.]) , Table01[Min Shipping] = __MINVAL )
RETURN
__CO
